Vintage ALCE Neapolitan Flip Espresso/ Coffee Maker made in Italy.
Stovetop aluminum Italian flip drip coffee pot with built in filter, spout & handles, and removable screw-on coffee strainer.  The unit holds about 400 ml, or 12.5 oz of water/coffee, which is 2 small cups of coffee.
There are YouTube videos explaining how to use Neapolitan flip coffee brewers, and I recommend watching one before using this brewer, but here is the basic procedure:
Fill the top tank (the one with NO spout) with water
Unscrew the coffee filter, add ground coffee, and screw back on (photos 5 & 6)
Insert the cylinder with the coffee filter into the water tank, coffee filter facing upward (photo 7)
Place the bottom tank (the one with the spout) upside-down on top, with the handles aligned. (photo 8)
Heat on the stove until steam starts coming out of the (upside-down) spout
Remove from heat.  Grab both handles and invert the entire unit so the boiling water drips downward through the coffee into to bottom tank. (photo 9)
After it finishes dripping, remove the top unit and replace with the lid.  Serve. (photo 10)
